Developers Dilemma

A board game where you have to place house block's to build the most happy subdivision.  Happiness is raised when you add Good infrastructure, Like pools, Parks, and Shops. Other players can place Bad infrastructure In your subdivision to reduce the happiness in your area. The growth of your subdivision can be blocked by players placing roads in the way.  An always present tornado randomly causes chaos and destruction as it moves around the board.  The aim  is to have the most points on the grid by the time you run out of cards.
